Pakistan’s counterterrorism efforts have often led to human rights abuses, including arbitrary detentions, torture, and extrajudicial killings. The National Action Plan on Counter-Terrorism, though crucial in combating terrorism, suffers from a lack of transparency and accountability.

These issues undermine the rule of law and fuel mistrust between the public and law enforcement agencies. There is an urgent need for reforms that balance security concerns with the protection of human rights, ensuring that counterterrorism measures do not violate the rights of innocent citizens.
